But if you dont mind wearing it with open slits on the sides , you could put a top or jacket over the top of it, it can fit up to 32. The hips are 42 and its very full below that, flaring out to 120 in circumference at bottom hem. Cotton velvet, unlined, with nylon ruffles. True color is black. No label. Excellent condition with no holes or stains. Has no closure besides the drawstring.
